Just curious if anyone happens to know of a decent program that can be used to 'paint' color ASCII art and generate GlowMUCK-compatible ^^ color codes.

not gonna lie, i don't even know of any indecent programs out there that do that thing!

If you mean one that uses the ^COLOR^ color codes, I don't know of one. I used TundraDraw to build the color welcome screen, but TundraDraw creates actual ANSI codes.
However... it'd probably not take very long for someone to come up with a series of regex replacements in an awk/python/ruby/perl/etc. script that would translate ANSI color codes to GlowMUCK color codes... .
